Cut the foam board to make a lure shape. Then cut two more pieces of foam core board and put them on either side of the first piece of foam board. Put the two sides on top of each other. Use the hole punch to punch holes in the top of the lure.
Step 3: Glue the holes shut with the duct tape:
Glue the holes together with the duct tape. You will have to cut the duct tape with a pair of scissors so that you can fit it around the lure.
Step 4: Decorate your lure:
Paint your lure any color you want. I chose black because it was on sale at Home Depot. You can paint it any color you want, I just chose black because it was on sale. I used a small hole punch to make holes for my stickers.
Step 5: Attach the stickers to the lure:
I used the fishing line or string to attach the stickers to the lure. The fishing line is what makes it look like the lure is swimming in the water.
